Achievements:
- The Commission chairs two important Committees of government, namely the Local Government Budget Committee (LGBC) and the Local Revenue Enhancement Committee (LRECC). It is also a member of the Local Government Releases and Operations Committee (LROC)
- The Commission has been able to recruit and train core analytical staff within a short time able handle the day to day policy research work for the Commission. The staff also has adequate capacity to supervise consultancy works
- The Commission was able to establish a fiscal data bank with more reliable information on revenues and expenditures of districts. The databank was developed and is being managed internally in the Commission
- The Commission is now fully involved in the allocation to each local government the unconditional and equalisation grants. These grants are now more reliable, transparent and predictable
- The commission successfully conducted eight regional workshops between 27th January and 7th February 2003 to promote exchange of best practices in revenue mobilisation and generation
- The commission has also been consistent in its work plan and outlook as such it has been able to attract funding from development partners such as UNCDF, DANIDA, IDA, and DfID
- The Commission has always maintained focus on research undertakings and up-to-date completed major studies on conditional grants, equalisation grant, revenue sharing and revenue enhancement. These undertakings have resulted into wider recognition of the Commission within and outside the country
- The Commission has successfully supervised numerous consultancy work
- Despite these achievements, the Commission is still a relatively new body as it has not yet carried out all its mandate and has not reached its optimal structure -- it is still continuously examining its structure to achieve optimal operational level.
Challenges
The Commission during its course of operations, has encountered the following challenges:
- How to improve on the constrained and rigid budget. Work in the Commission has been increasing annually as the pace and depth of decentralisation increases but funding to the Commission from the consolidated fund is inadequate.

- How to rationalise resource allocation that are continuously being carried out by a number of government departments, in most cases, without consulting the Commission.

- How to synchronise several divergent policies that affect central transfers and the management of fiscal decentralisation. This is mainly because of the lack of a policy co-ordinator at the central level.

- How to develop more conducive employment terms of staff.
